Learn how to get approval to divide land for individual sale or development.

Before proceeding to this step, please make sure that your land already has infrastructure, and that your Final Plat has been approved. If either isn’t the case, visit the Subdivision Application page to get started.

Application Process

Verify Your Address

This website provides information on development outside corporate city limits in Travis County.

To verify what city and county your property is located in, use the Jurisdiction Web Map.

Gather Required Information

The following information is needed to complete your application:

  1. Subdivision name and the number of lots and lot type information
  2. Legal description of the property from Travis Central Appraisal District (TCAD)
    • Lot #
    • Block
    • Phase and section
    • Property ID (PID)
  3. If the property is raw acreage, provide:
    • Name and number of the survey
    • Acreage
  4. Estimated cost of construction of subdivision improvements with a sealed construction cost estimate (basis for fiscal posting)

Collect & Complete Other Required Documents

These documents are the minimum required documents necessary to accept a Subdivision application. Additional documents may be required, and if documents are missing, incomplete, or illegible, the application cannot be accepted.

  1. Approved Plat
  2. City of Austin Drainage Criteria Manual Code Compliance Summary
  3. Austin/Travis County Subdivision Regulations Compliance Summary
  4. Travis County Development Regulations - Engineering Review
  5. Travis County Development Regulations - Environmental Review
  6. City of Austin Transportation Criteria Manual Code Compliance Summary
  7. Floodplain & Drainage Analysis
  8. Floodplain Letter (one of the following)
    • A Texas Registered Professional Engineer’s Letter stating the project is not applicable 
      or
    • Pre-Construction Notification (PCN) Letter to the U.S. Army Corps of Engineers (USACE)
    • Authorization Letter (response to the PCN Letter) from the USACE
  9. Receipt from USPS for Certified Mailing for Project Notifications
  10. Stormwater Pollution Prevention Plan (SWP3)
  11. Site Grading Plan (construction plan only)

Complete Application Prerequisites

Applicants are strongly encouraged to request a Project Assessment with TNR staff to assist with determining prerequisite processes that affect their development.

Important: It is the applicant’s responsibility to identify and complete all outside approvals prior to submitting your application. If a requirement is identified after the application submission, the application will be considered void until the requirement is addressed and approval documentation submitted.

  • Other non-COA ETJ jurisdiction approvals
  • FEMA CLOMR and LOMR approvals
  • USACE Clean Water Act Section 404 Permits
  • Requests to TNR to utilize alternative standards
    Traffic Impact Analysis, which requires TNR approved scoping prior ahead of the analysis, TNR review and approval of complete TIA report, mitigations identified and agreed upon, and a completed draft phasing agreement addressing mitigations as a required submittal document with the subdivision application.
  • LCRA Highland Lakes Watershed Ordinance permits
  • Water Supply commitments/contracts
  • Wastewater commitments or on-site sewage facilities approval
  • Travis County Fire Marshal site plan approval
  • TCEQ Edwards Aquifer Zones

Note: All confirmation documents from these situations must be submitted with your permit application.

Create an Account

Travis County uses an online platform to process development permits.

Once you complete all previous steps, please proceed to create a permitting account.

Apply for Your Permit

Once your account is created and phone number verified, you can move on to filing your paperwork.

Please have all the requirements in previous steps handy.

Start your online application.

Follow the instructions and steps provided within the platform.

In the “Select an Application Type” step, select “Final Plat”.

NOTE: Travis County only accept applications on Mondays, dependent on whether the court is in session.

Check the Status of Your Application

As we review your application, you can track the progress in the permitting website.

All communication associated with your permit application will be conducted within the same website. Please monitor your email and queue for status updates or comments associated with your application.

Post Fiscal Surety

Before we can provide the final approval, you have 90 days to post Fiscal Surety.

Respond to Our Comments (if applicable)

If the County has provided comments on your application, action is required by you. Please address all comments and return a Comment Response Letter. The review process will be paused until you have responded sufficiently to each comment.

Receive the Approval

Once all concerns are addressed, your Construction Plan application will be approved.

TAX RATE: TRAVIS COUNTY ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 12.7 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $34.51.
