The Collaborative Northeast District Plan (“the Plan”) is a joint effort by Travis County and the City of Austin to address past inequities and promote inclusive development. Community input will be key to planning and will shape the future of the Northeast Planning District.

Where is the Northeast Planning District?

The Northeast Planning District (“the District”) is a 26.5 square-mile area. It is bounded by Highway 183, Highway 290, State Highway 130, and the Colorado River. The County will have an opportunity to suggest adjustments to the boundaries to create a cohesive area.

Parts of the District are in the City of Austin, parts are in the Extra-Territorial Jurisdiction, and parts are in unincorporated Travis County.

Background

In 2023, Travis County Commissioners Court and Austin City Council passed resolutions directing staff to develop an interlocal agreement for the Plan that was followed in March 2024 by an Interlocal Agreement to guide this collaborative planning effort.

The ILA requires a Cross City- Cross County staff Working Group. The City of Austin and Travis County collaboratively formed a Working Group of 14 members, evenly split between the two entities. The Working Group approved a Group Charter that supports a community-led and collaborative planning effort with a focus on equity.

Objectives

The objective of the planning process is to provide guidance for:

  • Retaining existing residents and businesses,

  • Creating and maintaining vibrant neighborhoods,

  • Stimulating economic development,

  • Generating and retaining stable jobs that pay a living wage,

  • Improving connectivity,

  • Providing high-quality public spaces, and

  • Meeting the diverse needs of the community.

Conclusion
